Explanatory Notes on Main Statistical Indicators

 

Number of Athletes in Grades   refers to the number of athletes who have been given titles through examination. The titles of athletes include international masters of sports, masters of sports, first-grade, second-grade and third-grade sportsmen and young athletes.

Number of Referees in Grades   refers to the number of referees who have been given titles after examination. They are classified as international referees, national referees and referees of the first, second and third grades.

Medical and Health Care Institutions   refer to the units which have been qualified the Certification of Health Care Institution, certification of family planning technical service by the administration of public health (family planning), or qualified the Certification of Corporate Unit by the civil affairs, administration for industry and commerce, commission office for public sector reform, and engaging in medical health care services, public health services, or medicine research and on-job training, etc., including: hospitals, health care institutions at grass-root level, specialized public health institutions, and other medical and health care institutions.

Hospitals   include general hospitals, hospitals specialized in traditional Chinese medicine, hospitals of integrated traditional Chinese and western medicine, ethnic hospitals, specialized hospitals and nursing hospitals, excluding specialized disease prevention and treatment institutes, maternal and child health care hospitals and convalescent hospitals, including affiliated hospital of medical college.

Medical Technical Personnel   refer to the professional staff engaged in health care, including licensed doctors, licensed assistant doctors, registered nurses, pharmacists, laboratory technicians, imaging staff, health care supervisors and intern doctors, pharmacists, nurses, and technical personnel, excluding the medical technical personnel engaged in managerial job (e.g. president, vice president and secretary of the party committee etc.).

Licensed Doctors   refer to the medical workers who have obtained the licenses of qualified doctors and are employed in medical treatment, disease prevention or healthcare institutions, excluding the licensed doctors engaged in management job. The licensed doctors are divided into 4 categories: clinician, Chinese medicine physicians, dentist and public health physicians.

Licensed Assistant Doctors   refer to the medical workers who have obtained the licenses of qualified assistant doctors and are employed in medical treatment, disease prevention or healthcare institutions, excluding the licensed assistant doctors engaged in management job. The classification of licensed assistant doctors is clinician, Chinese medicine, dentist and public health.

Social Welfare Enterprises   are collective owned enterprises which employ the blind, deaf-mute, and other handicapped people who are able to work in cities and towns and enjoy exemption from state taxes, including welfare plants, welfare commercial services, artificial limb plants and farms, etc. This indicator reflects the preferential policies toward disabled persons.

Basic Pension Insurance for Urban Staff and Workers

1. Number of staff and workers covered   refers to staff and workers participating in the basic pension insurance for urban staff and workers program according to national laws, regulations and related policies at the end of the reference period, who have already had payment records in social security management agencies, including those who have interrupt payment without terminating the insurance program. Those who have registered in the program but with no payment records are not included.

2. Number of retirees   refers to the number of retirees participating in the basic pension insurance for urban staff and workers programs by the end of the reference period.

3. Revenue of the basic pension insurance program   refers to payments made by employers and individuals participating in the pension insurance program of staff in accordance with the basis and proportion stipulated in State regulations, and income from other sources that become the source of pension insurance fund, including the premium paid by employers and staff and workers, interest income,  entrusted investment income, subsidies from higher level agencies, income as transfer from subordinate agencies, transferred income, government financial subsidies and other income.

4. Expenditure of basic pension insurance program   refer to personal pension insurance payment made on pensions subsidies to those covered in pension insurance programs of staff according to related national policies on scope and standard of expenditure, also included are expenditure which arises due to shift of the insurance relationship or adjustment of funds among agencies, transfer to agencies at higher level. Other expenditure includes: basic pension insurance, medical fees, funeral subsidies, compensation payments, disability allowance, expenses on subsidies to lower subordinates, expenses as transfer to agencies at higher level, transferred expenditure and other expenditure.

5. Balance of basic pension insurance program   refers to the balance of staff basic pension insurance funds at the end of the reference period after deducting expenses from revenue.

Basic Pension Insurance for Urban and Rural Residents

1. Number of participants   refers to people participating in the basic pension insurance for urban and rural residents program who registered with the participation and established payment records, and who were 60 years old or above when the system was established and registered with the participation. Those who cancelled their registration are not included.

2. Revenue of the insurance program   refers to the revenue from the payments made, in accordance with related regulations of the government, by individuals participating in the basic pension insurance for urban and rural residents programme and from the subsidies contributed by collective subsidies, public finance and other sources. It includes the payment by individual participants, collective subsidies, government subsidies, interest income, entrusted investment income, transferred income, subsidies from higher levels, contributions from lower levels, and income from other sources.

3. Expenditure of the insurance program   refers to payment made to those covered in the basic pension insurance for urban and rural residents according to related national policies on scope and standard of expenditure. Also included are expenditures which arise due to movement of participants among different locations or system. It includes the payment to the individual participants, transferred expenditures, expenses on subsidies to lower subordinates, expenses as transfer to agencies at higher level, and other expenditures.

4. Balance of insurance program   refers to the balance of basic pension insurance funds for urban and rural residents at the end of the reference period after deducting expenses from revenue.

Retired or Resigned Personnel   refers to people who have formally gone through the formalities for their retirement or quitting work and enjoy the corresponding treatments.

Unemployment Insurance

1. Number of people covered   refers to staff and workers in urban enterprises or institutions who have participated in the unemployment insurance program according to relevant policies and regulations, and other people who have participated according to local government regulations at the end of the reference period.

2. Revenue of the unemployment insurance program   refers to the total unemployment insurance funds raised in the reference period, including unemployment insurance premium, interest income, financial subsidies, other incomes, transferred income, subsidies from higher level agencies and income as transfer from subordinate agencies.

3. Expenditure of the unemployment insurance program   refers to total expenses during the reference period to guarantee the basic livelihood of unemployed people, and to encourage their re-employment. Included are unemployment relief, medical fees, funeral subsidies, compensation payments, training expenses, job placement expenses, one-time subsistence allowance for contracted migrant workers, other expenditures, transferred expenditure, expenses as transfer to higher level agencies and subsidies to lower level agencies.

4. Balance of the unemployment insurance program   refers to the balance of revenue of the program after deducting expenses at the end of the reference period.

Basic Medical Care Insurance

1. Number of people participating in the insurance program   refers to the total number of basic medical insurance for employees and the basic medical insurance for urban and rural residents participating in the basic medical care insurance program according to related regulations at the end of the reference period.

2. Revenue of the insurance program   refers to payments made by employers and individuals participating in the medical care insurance program in accordance with the basis and proportion stipulated in State regulations, government subsidies and income from other sources that become the source of medical insurance fund, including payment by employers and individuals, financial subsidies, interest income, subsidies from higher level agencies, income as transfer from subordinate agencies, and other incomes.

3. Expenditure of the insurance program   refers to medical care payment made to people covered in basic medical care insurance program within the scope and standards of expenditure according to related national policies, and other expenses, including combined regional maternity expenditure of medical expenses of hospital inpatients, medical expenses for outpatients patients, serious illness insurance expenditure, maternity insurance, basic medical insurance for staff and workers, and other expenditure.

4. Balance of the basic medical care insurance program   refers to the balance of medical care insurance funds at the end of the reference period after deducting expenses from revenue.

Lawyers   are certified legal workers according to law, and who are employed by legal counseling firms to act as legal advisers, agents in criminal or civil lawsuits, or defenders in criminal lawsuits, or to handle non-litigious legal affairs, to advise on matters of law or to write legal papers for others, and provide service to the public.

Notary Personnel   refers to people working for notary offices including: directors, deputy director, notaries, assistant notaries, and other people providing assistance.

Notary Documents   refer to the judicatory notary documents drawn up by the request of the party and are in accordance with facts and laws and following certain legal proceedings.

Mediators   refer to workers on people mediation committees responsible for mediating in civil disputes and cases of slight infraction of the law. They include members of the mediation committees and mediators of mediation groups.

Mediation of Civil Disputes   refers to number of cases made by mediation committees in mediating in civil disputes concerning civil rights and duties through persuasion and education in accordance with the provisions of law on a voluntary basis, so as to solve disputes by helping the parties involved come to an agreement and understanding, including those unsuccessful ones.

Cases Registered and Handled Directly by People¡¯s Procuratorate Offices   refer to those serious criminal cases that, according to the functional jurisdiction, are registered and handled by the People¡¯s Procuratorate Offices, including the ones on bribery and corruption, the ones on abuse and dereliction of duty, offenses against citizens¡¯ personal and democratic rights by government officials abusing their powers; and that are registered and handled by the provincial Procuratorate offices in relation to other major crimes committed by government officials by abusing their powers.

Large Cases   refer to cases involving a corruption or bribery of over 50,000 yuan, or a misappropriation of over 100,000 yuan, Cases of collectively illegal possession of public funds, unstated sources of large properties, or disguised overseas savings deposits involving 500,000 yuan, or a case that has been defined by Standard on Serious and Large Cases of Misconduct and Tortious that Directly Accepted by People¡¯s Procurators Office (trial). This indicator mainly reflects number of accepted cases of job-related criminals that caused serious economic losses or extremely harmful to the society.

Key Cases   refer to cases committed by government officials with a ranking of division director or county administrator. This indicator mainly reflects the recorded and spied on cases by the people¡¯s procurators offices toward government official with a ranking of division director or county administrator.

Decision on Arrest   refers to decision made by the people¡¯s procuratorate office, in accordance with laws, to arrest the suspect(s) in the cases that are accepted and to be investigated by the procurators office. This indicator mainly reflects the implementation of the decision on arrest by people¡¯s procuratorate office.

Approval for Arrest   refers to the decision made by people¡¯s procuratorate office, in accordance with the law and relevant facts, to approve the arrest of the suspect(s) as proposed by the public security departments, state security departments or prisons authority. This indicator reflects approved arrests made by people¡¯s procuratorate offices that are proposed by related departments.

Decision on Prosecution   refers to the decision made by procurators office, in accordance with laws and relevant facts, to institute proceedings to the people court against the suspect(s) of criminal cases handed over by the public security departments, state security departments or authority of prisons, or by the anti-corruption departments within the procurators office.

Health Care Institutions at Grass-root Level   include community health service centers, community health service stations, urban health centers, township health centers, village clinics, outpatient departments and clinics (health centers).

Specialized Public Health Institutions   include centers for disease control and prevention, specialized disease prevention and treatment institutions, women and children care agencies(including women and children health care family planning service center), health education institutions, first aid centers, blood gathering and supplying institutions, health supervision and inspection agencies, and family planning technical service centers that obtained the Certification of Health Care Institution or certification of family planning technical service centers.

Health Care Employees   refer to all employees engaged in the health care institutions, such as hospitals, health care institutions at grass-root level, specialized public health institutions, and other medical and health care institutions, including medical technical personnel, village doctors and assistants, other technical personnel, managerial and service staff. The data is based on the year end payroll, including personnel hired (including contract labor) and re-employed after retirement by the institution for over half a year and excluding temporary workers, retired personnel, resigned personnel, personnel who have left the institution but kept the contract relation and personnel who are re-employed after retirement or temporarily employed for less than half a year.
